Recently, Senator Pia S. Cayetano gave a sponsorship speech on the Reproductive Health Bill. The speech was given on June 7, 2011 by Sen. Cayetano indicating her support for the R. H. Bill. Just like all the other speeches and debates done about the R.H. Bill, the speech contains the usual description of what the Reproductive Health Bill is along with the usual bulk of reasons why the R.H. Bill should be passed like access to skilled health professionals before, during, and after delivery; establishment and upgrading of facilities and training of skilled health professionals; addressing HIV and other Sexually Transmitted Diseases; access to different family planning methods and; Age- and Development- Appropriate Reproductive Health Education. Along with this, Sen. Cayetano also brought up the common misconceptions people have about the R.H. Bill. These misconceptions include:
1. This is NOT a bill that promotes or legalizes abortion. On the contrary, it is for the protection of the unborn along with its mother.
2. This is NOT a bill that imposes one mode of family planning method on all. Every person will be allowed to choose the method suitable to his needs and his religious beliefs.
3. This is NOT a bill that imposes a certain family size.
4. This bill will NOT solve all the problems of our country. Like most of the bills filed in the Senate, it is just one measure that will address a particular problem. In this case, it is the reproductive health of all Filipinos, particularly the women and her child.
5. This is NOT a bill that will teach 9 year olds how to use a condom. Neither does it promote sexual activity among the youth.
Now we already know about all these reasons why the R.H. Bill should be passed. We’re actually sick of hearing it. So why is she telling all this stuff to the president? I mean, shouldn’t the president already know all this stuff? Well yeah, maybe it’s just for the formality of the speech to start with the common information about the R.H. Bill but if that’s the case then the speech has no new argument whatsoever because this is the exact same speech everyone has in their head when thinking about the R.H. Bill. So either the speech is just for formality and has no new context whatsoever OR the speech is implying the president needs to be informed even about the most basic information about the R.H. Bill. The reason why I am implying that the president is incompetent here is because of his inability to be decisive about certain issues in society. Since the start of his term, I’m sure some of us have noticed is passiveness slow reaction when it comes to decision making. His inability to make a damn-decent decision is also actually the reason why everybody is pissed that life hasn’t gotten better even after he stepped into office. Sure he’s ordered a bunch of investigations into the lives of some corrupt government officials like he promised but when it comes to decision making in issues that were not included in his presidential campaign when he was running for office, he clearly is incompetent.
